all of his possessions and he was seeking FBI help as he felt he was not going 
to get a fair trial from the local authorities.

authorities and the FBI had no jurisdiction in cases involving domestic disputes.

' At 1.12 a. in. , a woim nnUTo did not furnish her name, 

called Midnight Supervisor William E. Assmus and asked If she could 
talk for a while. 


The caller was Informed that Agent had work to perform 
but would be most Interested In obtaining any Information she might have 
concerning a violation within the Bureau's Jurisdiction. The caller stated 
that she didn't know if she had any Information but that if she could be 
permitted to talk she might know something which would Interest the 
Bureau. It was again explained to the caller that Agent had other phone 
calls and official matters to handle and that he could not engage in lengthy 
conversation on nonofficial matters. 

The calldr was very unhappy that she was not permitted 
to ramble on and the conversation was discontinued when another call

Director. This individual refused to give his name to the writer and also 
refused to give any indication as to the information he wished to furnish 
to the Director.

and he knew nothing else to identify captioned individual except that he was believed 

to be about 46 years old. 

The Personnel Section was unable to locate an in or out-of-service 
individual names as captioned and attempted several times to contact 
unsuccessfully. Inquiry discloses that the above-mentioned telephone 
number is listed to a pay station. There is no further action we can take. * \

called the Bureau. From noises in the background and from persons who attempted 
to talk on the phone, it appeared that there was a drunken party going on.

ised foul language over the phone and generally complained 
that the Sheriff 'sDffice of Oconee County was "in cahoots" with illegal whiskey 
dealers. He also claimed that he had a fist fight with one of the deputies today. 

It was impossible to get a straight story out olj|H^0and after some 
person, obviously drunk, got on the phone the call was terminated.

The above-captioned individual called long distance 
from Elizabeth City, North. Carolina, on this date. Mr . Henry 
was upset and incoherent. He advised he has a brother residing 
in Atlanta, Georgia, and this brother is near death. Several 
relatives are supposedly enroute to North Carolina, and Mr. Henry 
wanted the FBI to check Eastern Airline flights and advise him 
when to expect his relatives. Mr. Henry was advised this was 
not a matter within the Bureau's jurisdiction and possibly he 
might want to contact his relatives and obtain from them information 
regarding their travel arrangements.

with Mr. Henry.

A quick check of Bureau files reflects that one 
Colonel Bill Shirley of Buffalo, New York, telephonically contacted 
the Director's Office 11-18-60. He refused to speak to an assistant 
because "Nobody but Mr. Hoover can help me, ” He terminated the 
call by saying he might try to contact the Director the following week. 


Shirley did contact the Director's Office again on 
12-7-60 and spoke to Special Agent Thomas Mitchell. He referred 
to the Director and Mr. Tolson by first name and said he met the 
Director at Atlantic City some years ago. He stated that on 1-15-61, 
the Variety Club in Buffalo would be Installing new officers and he

Minneapolis area during last 15 years and requested FBI Officials 
extend him full cooperation in cleaning it ujj. When asked if he had 
previously contacted the Minneapolis FBI Office or local police 
authorities concerning this matter, he said he had, but had found all 
authorities contacted, including Minneapolis FBI Agents, amateurs 
who didn't know how to investigate crime. He was challenged on this 
point and then told that Minneapolis FBI Office would accept and 
properly handle any worthwhile information he could furnish.

cases other than a European map. He emphasized that his memory was 
hazy but that he might recall more particulars later. He implied 
that the matter involved had probably been one of security interest.

boy." He did not know the name or description of the cab 
driver. He also said he was stirs there was drug traffic going 
on in New York City. He also felt we should get into the alleged 
assault on him in being thrown out of the Taft since the Taf$ 
rented rooms to people from out of the state.

calling from Dallas, Tex as, profanely ashed if the Agent to , tN 
whom he was talking (.uianight Supervisor V. B. Assmus) was the(V

hung up on him. ^^IBRvas advised that he was not talking fC) 
to the same Agent and inquiry was made of Sanders as to what 
he wished to report. Sanders, in a very profane and insulting I 
manner, stated that he had attempted to fujy^s^information to 
the FBI but that he had been hung up on. stated that 

although he was a former inmate of a mental institution he had 
been hospitalized because of his great zeal in enforcing the law. 

who had obviously been drinking, furnished 
no specific information but made constant references to the 
stupidity of Bureau Agents and was extremely profane and insulting 
in his remarks. 

After being cautioned several times concerning his 
profanity and insulting remarks and being advised that the Agent 
did not consider it necessary to subject himself to such abuse, 
the conversation was terminated by the Agent.

She was informed the FBI could not take this 
action although she insisted that her return to the mental institution 
upon her parents order was a Federal case. She pointed out that a 
few years ago, in connection with applying for a civil service job, 
she had been given a clear bill of health, both physical and mental, 
from officials at Fort Eustis, Virginia. She also oointed out that her 
condition 
a victim 

Because of the statement she allegedly received from Fort Eustis 
officials and the fact her condition was physical and not mental, she 
did not desire to return to Eastern State Hospital. Her only hopes were 
for the FBI to intercede in any commitment order Sheriff White might , 
attempt to fulfill. ^ ^ ^

1:30 a.m. 12/30/61 from JackaanHeights . Hew York, He sounded 
drunk and was incoherent. stated that he was attempting v*n 

to get in touch with Secret Service but was unable to get them, IJ 
said his life was in danger, and stated that he was connected with ^ ' 
telephone number APL 2428 which was Secret Service number. He ■ 

was specifically asked if he were a secret service agent and he 
stated he did not say he was but that he was connected with instant 
telephone number. He later stated that he was an "operative."

of advice he wanted. He was advised, however, that if his life were 
in danger he should contact the local police. He then wanted the 
local FBI telephone number in Hew York which was supplied him by the 
switchboard operator.

his nuts or the location from which he was calling advised he 
wanted the FBI to do something about local corruptness* 


Repeated efforts to obtain the caller's name and 
whereabouts were unsuccessful. From the caller's general 
conversation it appeared he was calling fro* somewhere in the 
■idwest . 


Caller complained that the local police and Sheriff's 
office were corrupt and that he could not furnish his informa- 
tion to the local FBI Office because it too was corrupt. 

Caller was informed that in order to take any action 
on his complaint it would be necessary for him to furnish 
Information regarding the officials concerning whom he was 
complaining. Caller then became profane and stated that all the 
law enforcement agencies were corrupt and would not act on his 
complaint and he was fearful for his life. if he disclosed his 
identity. The caller was told to "put up or shut up” regarding 
his allegations on the part of Bureau Agents which he refused to 
do and the call was terminated.

Houston, Texas; 1-17-62 


At 11:05 PM, 1-17-62, an individual identifying himself as Henry J. Whit 
an attorney at Houston, Texas, called Special Agent Robert A. Frazier, who was 
i the Laboratory duty supervisor at that time. White was very incoherent and 
rambling during his conversation and it was Frazier's belief that the individual 
1 was probably intoxicated. 

Briefly, Frazier was able to determine that White had been contacted by 
a prospective client in Houston and asked to initiate a suit against the Peters 
Cartridge Company because two shotgun shells had gone cff in the client’s jacket 
injuring the client. While wanted an official opinion whether or not it was possibl 
for the shells to explode in this manner. Frazier (who is one of the Laboratory’s 
most experienced firearms experts) advised him that he could not give him any 
opinion in this matter because of the fact that the Laboratory does not give 
testimony or opinions in connection with tivil matters. During the discussion it 
was mentioned that White might contact the Houston Office today concerning 
this matter. 


As vou know. I called the Houston Office at 9:30 this mornina and talked

with Supervisor Fred Fehl in the absence of SAC Rightmyer to alert Houston to 
the possibility that White might call the Houston Office today. I told Fehl that 
under no circumstances should any statement be made to White which could be 
used in a civil action since this could be a very controversial matter and that 
Peters Cartridge Company was one of the largest concerns in the firearms 
business and one with which the Bureau had in the past and undoubtedly will contin 
to do business. Fehl stated that the Houston Office would be alert for White; that 
they would make discreet inquiry and advise the Bureau.

Green, who sounded mentally unbalanced, prefaced his 
remarks by stating he was a disabled Marine veteran and felt he had a 
, right to discuss his personal matters with any high Government official. 
He stated that he had no information concerning a violation within the 
jurisdiction of the FBI but advised he wanted advice as to how he could 
be reconciled with his estranged wife. 





It was explained to Mr. Green that the Bureau could not 
offer any such advice and he was referred to an attorney of his choice. 
Green indicated he understood the Bureau's position and appreciated

Bureau indites indicate Green may be identical with an 
individual of the same name who, on 11-11-53 endeavored to see the 
Director to report that he had been uns uccessful in trying to talk to 
the President of the United States. He indicated that he felt as an 
American citizen it was within his Constitutional rights to be able to 
personally converse with the Head of the Government. He also wanted 
FBI assistance in helping him solve the current world problems. At the 
time of that interview Green also indicated his family was located in . 
Indiana as was indicated by captioned complainant (66-3182-3494).

her. It is noted her conversation was at times very rambling. She stated 
she had information that the persons who "kidnaped" her and reared her as 
their own child were now preventing her from seeing her own children. 
Furthermore, they had told her that she was "a mental case. " 


The Director’s extremely heavy pressure of business 
was explained to her, and it was suggested to her that she should contact * 

the New Tork Office if she felt her information should be brought to the 
attention of the FBL She said she personally wanted to inform the Director * 
of this and would come to Washington tQjaorrow to see Mm. With that she
